Who owns the content that a writer posts in his or her blog on WordPress? For example, Facebook owns all the material posted on it. Where in the WordPress website is the organization's written terms and conditions regarding who owns the words written in each blog?

if you host your own blog with domain name etc. - you own the content for sure
Actually, check with the contract you signed with your webhost. 99.9999% say YOU are responsible for your content. Then there's that ONE cretin....

You own the content. WP.org simply provides you with a tool to express yourself.
