   The site is devoted to the plugin "GD Star Rating" system for wordpress, so, after looking at the page source, I'm going to say the plugin in use on that site is probably: http://www.gdstarrating.com/downloads/plugin/

   I think the page itself is just an archives page/template.

   Yeah, I was using this website for the plugin when I came across that 'archives' page and I thought, that would be cool to have on my website.

   But, I searched and couldn't seem to find which plugin it was.

   But if you don't think it was a plugin, do you know how to do that content on a page?

   It's not a plugin. It is a page template for the theme. It is quite common for themes to already have an archives.php template in them that just needs to be activated on a page, but not all themes use them. You can find some basic information about it located here:
