   I have created a new page template to show only one category of posts. I saved it as 'writingtipspage.php' I'm using Panorama by Themocracy as my theme.

   I uploaded the file to the main panorama theme folder with the page.php file.

   When I try to create a new page with this template, I don't see a way to choose which template to use.

   Thanks for your help.

   have you followed the instructions in http://codex.wordpress.org/Pages#Page_Templates

   Yes, it did. I actually used the 'A Page of Posts' as my model.
