Where to create an app

Anytime I click on a link to create an app from an external website, I’m brought to my FB page. (https://developers.facebook.com/apps, http://facebook.com/developers, etc) And from there, I don’t see anything about creating an app or a namespace.

The closest I’ve come is in finding help pages on it, but again, any links go to my page.

I don’t get it. What am I missing or doing wrong?
