   Can anyone please tell me where the design tab is in 2.7?

   It's called Appearance as in Administration > Appearance > Themes

   I have seen to create a widget it was in the Design Tab, not with 2.7 you say the design tab is in Administration > Appearance > Themes but that just gets you to choose a theme. Where do you cretae widgets?
