1. Check your sidebar.php template file if it has at all any template tags for displaying the links:

2. Edit the same file (sidebar).
Or better, use a contact form plugin to prevent spammers to spam you inbox…

I have installed the mail form
but I still can’t understand the links page…
I would like a “LINKS” link in the menu that points to a LINKS page.
OR
I’d like to have a list of links in the sidebar but always visible.
I also need to find out how to keep the sidebar links (categories and pages) always visible while navigating the site.

Glad the contact form works for you.
Actually you can set up the links in either way you want.
1. If you want a separate link page – then you have to create a new Page template
(see http://codex.wordpress.org/Pages#Page_Templates) and replace the Loop in it with the template tag to display the links.
1a. An easier way is to use the Link Page plugin from here:

2. Or, if you want the links to be displayed in your sidebar – edit your sidebar template (sidebar.php) and add a template tag from the link I gave you in my previous post.
As for having things always visible: remove the conditionals from your sidebar.
