I doubt the plugins are being hidden by your theme.
http://ourdogjourney.com/ , looks like it is still being hosted on WordPress.com, which does not support plugins.
Have you signed up with a host provider, and linked the domain to your host? From there you need to install WordPress on to the server.

Your blog is a wordpress.com blog not .org . You might have bought the hosting and pointed the nameservers of your domain to wordpress.com
You should go to your domain settings in godaddy account . Then change the nameservers to those which you have got when you bought hosting . Then login to the cpanel and install the wordpress there

When you purchased hosting you must have got them by email for your server
Ok I switched the name servers to Go Daddy. Will the Plugins now automatically appear in my WordPress Dashboard?
Now you have to login to your backend and install the wordpress there . Secondly it may take about 24 hours for nameservers to propagate so might be you cannot access it . Be sure that you put right nameservers as you got in mail else it will again take 24 hrs to update
Don’t I need to go into WordPress back end and edit the fields under DNS management? I’m not sure what information to take from Go Daddy now?
You can disconnect your domain from wordpress.com else if you have correctly updated nameservers then it will automatically .
Ok I have disconnected my domain from WordPress.com in the back end but nothing seems to have changed in the Dashboard. Still no Plug-Ins. Do I have to download and install WordPress.Org? I’ve had WordPress blogs before and they all were able to access plug-ins and never did I have to download anything?

Now you have nothing to do on wordpress.com dashboard .
When you bought hosting you must receved a mail with a link to server might be some ip . Open that then login with credntials you got in the mail . Install wordpress there . And then your dashboard will have plugins
