When typing my post into a text editor (Notepad++) I noticed that there are two options for encoding it...either UTF-8 or ANSI. I have no idea what these mean. Which one should I use? I'm guessing UTF-8 but I'm not sure.

Short answer: It depends.
Long answer: It depends on your site settings, your database, the theme, a whole bunch of other things.
Useful answer: If you're copying and pasting stuff into your post, then it likely doesn't make any difference. Not if you're just typing text and no funky characters.
Practical answer: Try it one way. If that doesn't work, try the other.
