when is it liegal/illegal to remove the footer form a free theme?

    i would like to know how can i determine whether it is legal or illegal to remove the footer content form a theme.

    you know the “powered by wordpress and theme is:blah blah”

    i have read a few discussions here and as well as on other sites.

    but nothing is mentioned straight forwardly.

    i am asking for FREE themes.

    in WordPress attribution is obviously available in comments even then some theme developers don’t allow to change the footer??

    kindly guide me through it
