When creating a page, there is an option to assign an author to the page. However when the author creates a post, the post is published on the posts page as opposed to his/her page. Is there reason to assigning an author that I don't know about??

That's because the main posts page lists all post in date order. Posts can also be listed on the author's page.
I understand that the main page lists all posts, however what I do not understand is, what is the purpose of assigning a user as an author when creating a new page. What powers does he have over that page? Is he able to edit the page or do anything with it?
What if a user role is a contributor and you make them the author of a newly created page?

Authors can edit their own Pages and Posts. Pages may also be listed on their Author Page (depending upon the theme).

S/he is the the author (note: lowercase) but cannot publish their own posts.
