So there's a plugin that I've found here on the WordPress site, and it offers some of the functionality that I'm looking for, but there are some features and features that I would like to add or improve.
I'd like to take the plugin as a starting point, then improve it, and offer my improvements to the community. What's the protocol here?

I believe that the plugin requirements for wordpress.org, asks that plugins be GPL compliant/compatible. Contacting the author would probably be considered a welcome courtesy if the plugin is still under active development, and then of course, credit where credit is due.
