   Installed WP and get this error:

   error states this file is missing
   /wp-includes/pomo/mo.php

   That's not a file that comes with the WordPress zip.

   What is it and how do I go about getting or creating one?

   I'm sorry but that file does come with the wordpress zip
   maybe you need to grab another zip and look
