Actually, it's all three. The WordPress.org support forums are run by a customized version of bbPress with some brilliant theming.

Any chance any of that is publicly available?
bbpress and a number of plugins are freely available. I'm not sure that the theme is, though, as it's part of the overall WordPress.org site.
