What does .htaccess do?

    I’ve had WP installed and running for about three weeks now. As I scan the forum, though, I keep seeing mention of .htaccess and wondered what all that was about. I checked mine (which apparently exists) inside the WP admin. It is empty. From some of the things I’ve read, it appears there should be something in it.
    I don’t have “Trackback” showing up on my posts, and I assumed there was nobody linking back to those posts. Now I’m not so sure. Could there be a link between these two things?

    If I change the permalink URL in the admin panel, will all my old posts be updated with these URL’s as well?
