I understand that under super admin, options, we can edit the content of the welcome email and it must be in plain text only.
However, if other fields other than the email content are edited and save the options, the line break of the email content will be converted to <p> or
automatically.
Is it a bug? or does anyone know if we can send email in html format in multisite?

You mean the New Site Settings section for Welcome Email.
I can't reproduce that on 3.1 so I'm going to assume either it's fixed or you have a plugin conflicting.

Thanks for the reply. I find that it may be related to a language specific version of WP. My english WP site doesn't have such problem.
