completely new so here goes; Im a multimedia artist setting up a website; will wordpress.org allow me to build a website uploading my own dreamweaver pages into it, rather than just a blogging site, and also allow me to embed links to Vimeo videos in it; intention being to build the website with certain parts under construction, while sending blogs-but not on a constant basis- with the building of each part? I was going to go it alone with the website but I like the community/ network aspect of wordpress? Many questions I know, but also cant find info on limited bandwidth/ upload (obviously large films would be embedded from third parties ie Vimeo)

Yes you can embed Vimeo videos in WordPress.
Yes you can use Dreamweaver to edit your theme templates. Any html editor will work. You do have to use WordPress templates and use a theme though. i.e. you do not need to create an about.html, contact.html pages etc...
