What theme are you using and where did you download it from? Your site URL?

Can you revert to Twenty Thirteen theme (or any other WordPress default theme) and see if the error persists? Which version of WordPress are you using?

Login to your hosting account and deactivate all plugins by renaming the plugins folder by adding something like -HOLD. Similarly, rename all installed themes except the default WordPress theme by adding -HOLD. After that see if you can login to your dashboard.

Nothing in your site seems to work. If you have a recent backup of your site, delete everything, reinstall WordPress and then restore your site from backup. If you do not have a backup, contact your host for a backup.
