I'm looking to start a new website but I'm a little confused as to how WordPress works. I have a domain on godaddy.com and a basic hosting account. Does that mean I can just download wordpress and it somehow connects to that account and I'm ready to go from there?

You need a Linux hosting account with GoDaddy.
Then just go into GoDaddy's Hosting Connection (as least I think that is what it is called) and you can install WordPress there.
Otherwise, if you want to manually install WordPress, review Installing WordPress.
