   With the recent update of 2.9, the scissors (scissors) is dead. I need a good watermarking plugin.

   Anyone recommend one?

   i just reverted back to 2.8. The updates in 2.9 are great but from a functional point of view - Scissors means more to me.

   Scissors does not work with WP 2.9 and the developer is probably not going to update it anymore :(

   You could try http://wordpress.org/extend/plugins/watermark-reloaded/ but you cannot use an image as watermark.
