   not sure on version im using but assuming i just dl'ed its the newest?

   so i want to start a page where people can upload pics, im completely new to making pages but know a little about html stuff so i was wondering if anyone can help me get started or direct me to where i could find a template to do this.

   You can either give those people Author privileges or use a plugin like NextGEN Public Uploader.
