   Hi on the plugins directory WordPress uses a rating system like this http://wordpress.org/extend/plugins/subscribe2/

   Is this available as a plugin or not ?

   There are a few rating/voting plugins around in the Plugins Repository (look for the tag 'voting' or 'rating') but one popular one is Wp-Post Ratings by Lesterchan.
