My site is very unstable in Internet Explorer. This started shortly after I installed a few new plugins but after i deactivated them, i a still having problems. Would it cause more harm if I re-installed the WordPress files over the current ones via FTP? Is there something else that I need to try first?

Reinstalling would probably cause no harm. But I doubt if it would solve your problems.
Have you tried giving this forum your URL so we can have a look and give you some clues? -
I discovered the problem. I was using a custom header on static index page. And as a result several Plugins that embed JavaScript were causing errors with unfamilar domains, that I reccently parked ontop of my primary.
