I am have a ridiculously hard time transferring this wordpress website over. Every time I run through the steps here:

the "Old blog still working" part. I upload the new blog and it comes out like a new installation, it doesn't transfer my design or content or anything. I'm not sure what i'm doing wrong. Anysuggestions?

You could try this:
Download the all the files from the orignal site through an FTP client like FileZilla and then upload them onto your new site in the same way. (this might be slow)
@syga that wouldn't help. all the content (except files) is in the database.
@TriLeafDesigns when you say "upload" did you also import the database file using phpmyadmin or some other database management tool?

Yeah, though i'm not sure if it will work. But it's worth a try..
