Vertical scroll with a fixed div background

    I am working on a site for a friend, I have a wrapping div that is 100% of the screen. It has a fixed positioning, however this positioning is causing my horizontal and vertical scroll bars to not kick in with the screen width requires them to. Any help would be awesome and would likely save my sanity. Thanks!
