Using WP as group forum?

I am designing a website for a uni faculty, and they want a section in which students can post thesis and research proposals and ideas, and get feedback or enter into discourse with peers and lecturers who wish to respond.

Could WP be used for this sort of purpose, or would I be better installing some sort of forum?

If WP would be suitable, would appreciate suggestions from experienced WP folk as to the sorts of mods that should be made to optimise WP for the group use purpose described above. (eg: I don’t want a situation where students have to email proposals and ideas to the site admin, and have admin then post them up on the blogsite for comments…I need a format where students can post their idea up themselves, and others can then comment).
