notice how on http://www.mattbrett.com posts are categorized both with Categories and Tags. it's possible im just being stupid, but i can't figure out how to enable tags. is it a plugin he is using or is it a feature built into wordpress.

Plugin.
A common one used is Ultimate Tag Warrior. http://www.neato.co.nz/ultimate-tag-warrior/
There are other plugins as well if you do some searching.
