This is from the second step :

Here is a screenshot from my PhpMyAdmin. The version is 2.6.1. My question is from where to change the Privileges? I can't find that.
The DB that I want to use is appearing in the left side of the page (tduck_blog). Any feedback will be great!

To the best of my knowledge there isn't a way to do this in phpMyAdmin, since you can't create users through it (which seems to make sense since you have to spcify the user/passwrd in the config file for phpMyAdmin anyways.
Odds are it's handled through CPanel, I know that mine was.

To the OP - this sort of thing does ZERO for ANYONE ELSE.
You *can* create users through phpMyAdmin, but only if the login has been given such privileges (it would be available under Privileges off the top level phpMyAdmin page).
