   We just upgraded our instance from WordPress MU 2.8.4 to WordPress 3.1.2. Since the upgrade, our site admins cannot see the User menu in their dashboard. Super admins are able to see the user menu. How can I get them their User menu back so they can administer their users (i.e. change roles, etc).

   Sorry, my mistake. I meant we upgraded to WordPress 3.1.1 not 3.1.2
