User's capability to edit media files

I have searched and read everything I could find on this issue, but didn’t find any solutions. Maybe I missed one.

In existing user’s capabilities user only can upload media files and then have only “view” option in media library, but have no options to edit/delete his own files.

Does anyone know how to add edit/delete capability to user’s media files?
