Never arrived , or maybe arrived to the spam folder ?
There can be many issues since your problem description is a bit general.
1. Your server is blocking the mail from being sent
In that case, you need to check the log for the mail server if you have access to it ...
2. Your mail server is blocking the mail from being received. sometimes WP autogenerated mail goes to spam. (Check the spam folders and flag as not spam)
3. Your send mail type, PHP, Sendmail or SMTP configuration of your server is not configure properly.
You can try some plugins, like for example http://www.cimatti.it/blog/cimy-wordpress-plugins/cimy-swift-smtp/ that changes the way WP send mails ..
it never arrives for ANYONE that tries to register

yes
so ask your host if php mail is enabled
if not, configure the smtp options in your dashboard
