Users able to vote repeatedly

My site: The best of disney dot com

I have my voting set to Daily. However, voters can set their browsers to private and/or clear cookies and can vote repeatedly as often as they refresh…which is causing some other voters to cry cheating. Is there a way to avoid voters being able to do this and really restrict them to just once daily?
