I got an email from wordpress saying
New user registration on your site
What does that mean and how did they register on my site? I looked on my users and this person was subscriber. Do they have access to my admin panel?

Yes, but not really.
They registered, but they can't do anything but read. Turn off registration at yourdomain.com/wp-admin/options-general.php and uncheck "Anyone can register"
