   Is there any software of plugin that will allow me to create a user submitted video gallery? Im trying to being more user interaction into my site.

   Yes, a dedicated plugin that would make a PAGE where there is a user video gallery would certainly be a good thing - an important thing would also to have the option not to just use server uploaded videos in order to save ... quite a lot of bandwidth.
