   Hi,

   Does anyone know of a plugin that would allow me make it so users with 'Author' level can add Links to the Blogroll?

   Try the Role Manager plugin (http://www.im-web-gefunden.de/wordpress-plugins/role-manager/)

   It allows you to assign all kinds of roles to different user levels
