I created some users manually (added them via wp admin) in order to test. It appears that I neglected to do something since wp-members will not act properly with these. So I have these questions to see if if I can understand what to do:
1. what does wp-members regard as an active user (what field in meta_data )?
2. The user guide sez I can activate manually with Settings->wp-members->Users, but I don't get the check box, so how do I make wp-members think I am moderating registration, so I get the checkbox ?

I'm not sure what you mean by "will not act properly with these." What exactly are you trying to get them to do?
If you have registration moderation turned on in the plugin's options, the checkbox will be there. If you don't have it turned on, setting the metafield in some other way won't matter because the plugin only looks at that meta if moderation is turned on.
