If sitemap page and content for it will be generated automatically than it is hard to predict what user will need after it. Each user has its own needs and it is hard to fit everyone.
That is why Page-list plugin uses shortcodes and it is very flexible. The Page-list plugin could be used to show subpages, siblings, list of pages with custom params, list of pages with thumbs and excerpts. User can add content before or after list of pages, or add few list of pages to the page or what ever user wants.
Page-list plugin does not need options page because there is nothing to configure globally for the plugin. Each shortcode has its own params.
