I have a website that is made up of two sibling WP sites and I want to use one account to log in to both. (one is NOT a parent of the other). I found what I wanted here http://en.support.wordpress.com/adding-users/ but I don't have the same options. I assume that that tutorial was for a different version. I only have the option to create and add a brand new user. Any ideas?

Luckily, that's what a network is :)

Make multiple sites, and your main account will be able to access them all.
(Anything on wordpress.com is for wordpress.com - you're using wordpress.org. See http://en.support.wordpress.com/com-vs-org/ for more on that)
