   Hello,

   I´d like to know if I´m authorized to use an existing theme like "Twenty Ten" as the base (blueprint) to create a completely new design for sharing with others in the WordPress.org theme section.

   Twenty Ten is released under GPL2, so you are free to create child themes based on it or amend the original theme. You can then re-distribute those themes under GPL2.

   However, unless your amended theme offers additional functionality that is not present in the original Twenty Ten theme, you may find that it will not be accepted for the Theme Directory. I'd also recommend that you have a look at Theme_Review.
