Use Duplicator for ONLY URL Changing?

Hi, we are wondering if Duplicator can be used for ONLY the URL search/replace feature and not for backup up & restoring?

We develop sites on the final hosting server but use a separate development domain when setting up. When site goes live, we change the domain to the final/current domain for the site but we have no need to move anything anywhere (we use cPanel Backups for this anyway).

We have used a script by InterConnectIt in the past for the URL database changes, but it doesn’t work with base64 encoded fields. And we found out that WPML recently started using base64 to encode their translation fields, which include the development domain in some cases.

Duplicator came up as one of the only solutions that handles base64, just wondering if it can be made to work?
