I am sorry if this question is basic but I am new to wordpress and am NOT a web guy. Can you edit your wordpress content on your local PC then upload it to the site. We have an existing web site that the CEO wants to convert to WordPress but the host will have to convert our site from a Windows based site to a Linux based. We want to wait as long as we can to avoid any downtime we can.
Any help would be appriciated.

Hi Goboguru,
Yes, you can edit a WordPress site on your local machine (usually called localhost), and then upload it to your web server.

I've had great success using XAMPP to run WordPress locally on my Vista machine.

Also there is various editors what connect directly VIA SQL and website. Once done they update data as needed, what ever u edit it on page or SQL. Dreamweaver is one of those.
