Upload New Media Fails @ 24% on every file.

Hi folks, I have been combing the web looking for a solution to this. After the most recent update, my media uploader always freezes at 24%, and basically takes the site down with it. Literally. You cannot access the site for 5 minutes (FTP or HTTP) after attempting to upload a file. I have gone through all of the suggestions listed in other threads: Disabling plugins, change themes, you name it. Anyone had any luck with this specific problem?
