Upload Images Can’t be Moved

The uploaded file could not be moved to D:\Hosting\4465183\html/wp-content/uploads.

That’s the error I get trying to upload any image. The image is a small file, and it’s a jpg.

I’m on a Windows Server. With GoDaddy. I’ve read to chmod to 777, but my FTP won’t allow me to do so. Any way to fix this? It allows from url, just not from file.
