when I try to upload file, I enter a description. My language is Turkish. I use UTF-8 encoding. But when I try to upload, in the description field the characters like "ş, ç" look like "&BlaBla;"

That's something with your computer or your database. Look at this test post I have made to check out the description/alt tag for the images.

Posted 7 years ago #No there is no problem with the alt tag. the problem is with automatic generated code. It contains silly characters and I have to change it manually every time.
