   Would like to know when or how does WP detect the upgrades and suggest it to the user?

   Have installed WP 2.7.1 on 3 different hosting servers and only one had the notice - upgrade to 2.8 while the other 2 did not have the notice bar.

   While all 3 had the notice of upgrading plug-ins, 1 hosting server always does not successfully upgrades automatically. Have to download and install manually. Any reasons for this?

   Remembering back to the 2.7 to 2.7.1 upgrade, the notice gets shown on a kind of a rotating basis for different blogs.

   Can take upto 12 hours in some cases.
