Upgrade automatically from downloaded file

    My internal use only journal blog is firewalled off from the outside world. Other people like it and would like their own created there too.

    In order to aid in upgrading it I would like to be able to download the latest version of WordPress and upload it to the wp-content directory. Just like the auto upgrade would download the file to if it could get to the outside world. Everything else should work the same after that.

    I have had other sites where the upgrade has failed because it was unable to download the entire file in under 60 seconds, this would alleviate that problem as well.
