Yes, I am having the same problems with several plugins. I have reported these problems weeks ago to plugins@wordpress.org, but no fix until date, which I find disappointing.
It’s an intermittent issue and they are aware of it.
Maybe it is an intermittent issue, but this problem exists at least since the beginning of December. I have written several times to plugins@wordpress.org, but got only once a response: “I will ask the developer to take a look.”. No software problem can be so hard to solve, so I am still disappointed.
Hopefully after 3.1 is released they will be able to donate more time to look at it.
(I’m in the same boat myself, one of my plugins still has the incorrect date)
Maybe the awareness will grow with the number of plugins reported to have this problem. Maybe we even discover a pattern or some useful plugins.

This affects user experience too: no change log and in this case no updated FAQ.
Very disappointing.
I have released about 60 times the last month and about 1/3 of the releases went wrong. So this annoying bug is still not fixed.
Can somebody please take a look at it?

Again: the user experience is affected by this: readme.txt (changelog) is often not updated, the updated date is often not updated, often no listing in the recently updated plugins.
Given the fact that this bug exists for months now, makes me feel that there is no support for plugin developers, which I find disappointing and discouraging.
