Fatal error: Call to undefined function: _http_build_query() in C:\Inetpub\vhosts\scotsheraldry.com\httpdocs\wp-includes\functions.php on line 628

that function is defined inside /wp-includes/compat.php

start by deleting the existing file, if its there at all, off your server, and reuploading a fresh copy.

Hopefully you are using an FTP client — make sure that you are uploading in ascii mode, not binary.

I also addressed your “cant deactivate plugins” question in that other thread.

I am having this same problem! i cannot seem to get around it. I was wondering if you had solved yours and, if so, how?

EDIT: I fixed it. For anyone else having this problem.
Delete wp-setting.php and then upload the newer wp-settings. Basically you need to replace wp-settings in addition to the wp-includes and wp-admin folder!

Install and activate the plugin “wp-autoupgrade” and follow the instructions.

You need to mark this as “resolved” if your satisfied now.
