I am trying to up-grade to 2.5.1 but getting the following error message as soon as I go to .....wp-admin/upgrade.php
Fatal error: Call to undefined function: _http_build_query() in C:\Inetpub\vhosts\scotsheraldry.com\httpdocs\wp-includes\functions.php on line 628
Can anyone please advise

Is there still no-one who can advise on this....
that function is defined inside /wp-includes/compat.php
start by deleting the existing file, if its there at all, off your server, and reuploading a fresh copy.
Hopefully you are using an FTP client -- make sure that you are uploading in ascii mode, not binary.

I am having this same problem! i cannot seem to get around it. I was wondering if you had solved yours and, if so, how?
EDIT: I fixed it. For anyone else having this problem.
Delete wp-setting.php and then upload the newer wp-settings. Basically you need to replace wp-settings in addition to the wp-includes and wp-admin folder!
Install and activate the plugin "wp-autoupgrade" and follow the instructions.
You need to mark this as "resolved" if your satisfied now.
