i have just installed wordpress database backup
and it shows wordpress core databases that is gonna backup but also a list of all non core databases that the plugin finds as optional to backup
and noticed that some may be databases created by plugins i have already uninstalled like bei fen wordpress backup
is that normal
does it mean that for any plugin i install and if not like it then uninstall it will leave a database in my installation or it is just a bug for that plugin in particular
Not all plugins create their own databases or tables. It varies from plugin to plugin.

I've noticed that many plugins do not clean up their database entries actually, and the some of the ones that do have an option in their admin menu to uninstall, including database entries.

thx for both replies, summing it up, there is not always a database for a plugin, and some expect you to use their uninstall function, others simply are buggy.
