I get the message -- "If this file were writable you could edit it." I have set the read write options both by check box and number using my ftp program (WS FTP) but am still unable to make changes......

What number did you use? I know dumb question but just checking. 777 I hope.

Might also logout and login, or, at least reload the page.

This should be fixed by chmod the css file to 666.

It may be a problem with your ftp software not writing it properly.

If you have cPanel on your hosting you can navigate into that and click on "File Manager", navigate to the css file's location and click on it. In the right hand column, a list should appear, click Change Permission's from that menu.
