I've ftp'd a new template (blankslate) to the themes directory, but am unable to add it. The only templates that show up in the 'Templates' page are the ones that were there already and my child template. I was able to 'piggyback' off the blankslate in my child style.css, but am not able to add, and ultimately activate, blankslate.
Also, there's no access to 'Editor' in the Dashboard.
I'm using a multisite install, and my capabilities indicate, "gform_full_access"
Any ideas as to why?

I guess, you are speaking about a "theme", not a "template".
Are you logged in as network-admin?
Then go to
.../wp-admin/network/themes.php?theme_status=all
Is the theme listed?
If not, the theme might be not ok.
Or the folder / file properties are set wrong by ftp-ing?
Try not to ftp it but to install it directly at
.../wp-admin/network/theme-install.php

super-administrator had to okay the template.
